Some of Amazon Web Services are currently experiencing technical difficulties, causing some disruption to our Resource Library.   Files uploaded over 1 month ago may not be accessible at this time.   This issue seems to be affecting many sites using AWS services, including ours.  Amazon is on top of the issue  “We are working hard at repairing S3, believe we understand root cause, and are working on implementing what we believe will remediate the issue.”
